Purpose

The purpose of this call is to provide funding for dissemination and communication that increases people's understanding of climate, environmental and marine research, and that facilitates the use of research-based knowledge.

About the call for proposals

You can apply for funding for a wide range of communication and dissemination measures that contribute to increasing understanding of climate, environmental and/or marine research. The measures are intended to disseminate research-based knowledge. We want to support projects that cannot be carried out in ordinary communication work and that differ from it. The projects must have a clearly defined target group (or several clearly defined target groups), a good plan for reaching the target group(s) and be able to highlight the effects the project will have. You need to estimate how many people will be reached through the project. 

The projects must consist of people with communication and research expertise who collaborate. These must be communication projects, so the person with communication expertise who is part of the project group must have a very central role in the project. Projects must have initiated dialogue with any partners and/or others involved in the project and refer to declarations of cooperation or support. 

Overall, the projects will reach out to target groups with different backgrounds and interests, including those who are not already interested in the topic. 

Applications are not required to be connected to projects that already receive funding from the Research Council. 

The call is available in both Norwegian and English. The text of the Norwegian call for proposals is legally binding. Applications aimed at Norwegian target groups should be written in Norwegian. 

Who is eligible to apply?

Approved research organisations, companies, the public sector and the voluntary sector. See the list of approved research organisations and the definition of the public sector. Sole proprietorships are not eligible to apply.

Who can participate in the project?

Requirements relating to the Project Owner 

The Project Owner must have approved the submission of the application. 

Requirements relating to the project manager 

The project manager must be employed by the Project Owner or by one of the partners. 

Requirements for the project group 

The project team must have both research and communication expertise within the topic of the application. 

About collaboration in the project 

We do not require partners in this call. Approved research organisations, companies, actors in the public sector and the voluntary sector can be partners. Sole proprietorships cannot be a partner. 

What can you seek funding for?

You can apply for funding to cover the actual costs necessary to carry out the project. 

In the application, you must break down the project budget into the following cost types: 

  • payroll and indirect expenses, which are costs incurred by the Project Owner and partners in the public sector, research organisations and Norwegian business and industry  
  • other operating expenses, which are costs for other activities that are necessary to carry out the project. Any purchases from subcontractors must be entered here. All costs entered as "other operating expenses" must be specified in the application  

You must specify how the funding from the Research Council is to be used. 

The items procurement of R&D services and equipment shall not be used.  

We welcome projects that differ from ordinary communication activities. You therefore cannot apply for funding for: 

  • scientific publishing 
  • conferences – we do not support pure conferences/seminars/meetings, etc. 
  • communication and dissemination activities that are part of researchers' and institutions' existing obligations under agreements entered into with the Research Council 
  • communication and dissemination activities that are considered a natural part of existing research or other projects 
  • measures that fall under researchers' general dissemination duty or companies' and organisations' ordinary/general communication work 
  • continuation of already existing and/or funded communication and dissemination measures

Conditions for funding  

Projects must start between 1 March 2025 and 1 July 2026. The latest permitted project completion date is 31 December 2027. 

The projects can begin as soon as they have received funding and continue for up to two years. 

Enterprises will receive the aid as "de minimis aid". This means that the company can receive a maximum of EUR 300,000 over a three-year period. 

Prior to any payment of de minimis aid, we will ask for a written confirmation and an overview of all other de minimis aid that the company has received during the last three financial years. For enterprises that are part of a group, the maximum limit generally applies to the group as such. In addition, you must be aware of the following if you should receive an award from us: 

  • The Research Council's prerequisites for awards can also be found in our general terms and conditions for R&D projects on the information page What the contract involves.  
  • Grant recipients in research organisations and the public sector (Project Owners and partners) have action plans for gender equality (GEPs) available on their websites. This must be in place before the contract is signed for projects with grants from us. The requirement does not apply to the private sector, interest groups or the voluntary sector.

Requirements for this application type

Please note that you can only submit the application once. If you submit the application before the deadline and subsequently see that it still needs to be changed, you can create a new application – e.g. as a copy of the one you have already submitted – and in this way submit a new version before the deadline expires. 

The project group must have research competence and communication expertise within the topic you are applying for. 

  • The application and all attachments must be written in Norwegian or English. 
  • All attachments must be in PDF format. 

Mandatory attachments 

  • Project description, download the template at the bottom of the page. 
  • CV with documentation of research competence (within the topic) in the group or with partners (if this competence is not covered by the project manager (see point above) (max. 4 pages including any publication list) 
  • CV with documentation of communication competence in the group or with partners (if this competence is not covered by the project manager (see point above) (maximum 4 pages including any publication list)) 
  • Confirmations from any partners and/or others involved in the project 
  • For enterprises: A self-declaration for de minimis aid according to the standard template, which you can download at the end of the call 

Applications that do not meet the requirements above will be rejected. 

All attachments to the application must be submitted with the application. We do not accept attachments submitted after the application deadline unless we have requested additional documentation. 

We will not consider documents and websites linked to in the application, or attachments other than those specified above. Be careful to upload the correct attachment type, as there are no technical restrictions on what kind of templates it is possible to upload in the application form.

Applications will be assessed in light of the purpose of the call and the following criteria:

• The extent to which the concept is sound, credible and novel.

• The extent to which the project objectives are clear and relevant.
• The quality of the proposed deliverables from the project.

Impact

Potential
• The extent to which the expected effects are specified.
• The extent to which expected impacts on the system and societal levels are specified.

Knowledge sharing and exploitation
• The quality of the proposed communication and dissemination activities.
• The extent to which it is credible that the proposed outputs will contribute to the specified effects and impact.

Implementation

Project Manager and project group
• The extent to which the Project Manager and project group are qualified and have the necessary expertise and are positioned to implement the project.
• The extent to which management structures and procedures are appropriate.

Plans and management
• The extent to which the work plan is clear and understandable, and the time table realistic
• The extent to which objectives and measures are coherent.
• The extent to which the project has the support of the leadership of the Project Owner and any partners, and the allocation of roles in the project is clear.
• The extent to which the budget is realistic and appropriate, and resources are allocated so that each of the partners can fulfil their role.
• The extent to which potential risks have been discussed.

When we assess the applications, we will prioritise: 

  • projects with a clear target group (possibly several clear target groups) and concrete plans to reach the target group(s) 
  • projects that can highlight the effects the project will have on the target group(s) 
  • projects where the measures are closely linked to the effects of the project 
  • projects that have declarations of cooperation with partners and other stakeholders where relevant 

Administrative procedures

The applications are processed administratively. 

Overall, we want the projects to reach different target groups, consist of different activities and forms of dissemination, and that all thematic areas are covered. We will therefore assess the projects against each other and the eventually overall portfolio of projects that receive funding under the call.
