Purpose
Support for events is available to approved Norwegian research organisations, companies, public entities, non-governmental organisations and groups of such entities in order to better equip them to organise conferences, workshops and seminars. Funding may also be granted for international conferences when the Norwegian applicant is the main organiser.
The event must serve as a meeting place for disseminating research results, exchanging knowledge, expanding the knowledge-base and/or establishing new scientific collaboration. Funding is available for both physical and virtual events.
About the call for proposals
Funding is available for support for events. This funding is intended to better equip applicants to organise conferences, workshops and seminars.
This call for proposals applies across a number of activities under the Research Council. You may only apply for support from the activities/programmes that are listed in the call. Please note that some thematic areas/research programmes may have special requirements and guidelines for this type of funding. Applicants are therefore advised to consult the relevant programme for information about any specific requirements and guidelines. For more information, see “Relevant thematic areas for this call” below.
- You may only submit one application per event under this call.
- The project description must indicate which thematic area/programme the event is relevant to and why, and must explain the anticipated benefits.
- Applications must be submitted at the latest six weeks before the event is to be held. It is not possible to seek funding for events to be held more than 18 months in the future.
- The event is required to be open to interested parties and relevant actors and must be advertised via appropriate channels.
- Funding for events will not be granted for ordinary dissemination activities to be included in an ongoing project with Research Council funding.
- Measures seeking to reduce environmental impact are encouraged.
- It must be made clear that the event has received Research Council funding.
Who is eligible to apply?
Applications will be accepted from approved Norwegian research organisations, companies, clusters and groups of companies, public entities and organisations that have been issued an enterprise number under the Register of Business Enterprises. See here for the list of approved Norwegian research organisations and the definition of public sector bodies.
Sole proprietorships and private persons are not eligible to apply for support for events.
Some thematic areas/research programmes may stipulate additional requirements. More information about this is available under the individual programme.
Who can participate in the project?
Requirements relating to the Project Owner
The organisation listed as the Project Owner in the application form must have authorised you to submit the grant application.
Partners are not to be listed in the application under “Project partners”, but they may be mentioned in the project description.
What can you seek funding for?
You may seek funding for one event per application. The support is to cover costs that are necessary to carry out the event. The amount of funding you may seek per event is stated below under the individual thematic areas/programmes.
You may not apply for funding from more than one programme for an event.

De minimis aid
Support to research organisations or other entities that pursue both economic and non-economic activities may only be used for the organisation’s non-economic activity. Thus, it does not constitute state aid. The Research Council requires a clear separation of accounts for the organisation’s economic and non-economic activities.
Support will be awarded to companies as de minimis aid. This means that companies (defined as an “undertaking” in the state aid rules) may receive maximum EUR 200 000 in de minimis aid over a period of three fiscal years. A declaration form for de minimis aid must be submitted with the grant proposal.
Prior to disbursement of any de minimis aid, the Research Council will request written confirmation and an overview of all other de minimis aid that the company has received in the course of the three fiscal years in question. For companies that are a part of a group of linked enterprises, the ceiling amount generally applies to the group as a whole. For more information on de minimis aid, see the Commission Regulation (EU) No 1407/2013.
Reports and disbursement of funding
The Research Council will only disburse funding for events that are carried out. Funding will be disbursed in arrears based on an approved account report. A separate project account must be kept for the event. The Research Council has the right to request access to the final accounts and other information related to the event, including attendance figures. The funding provided may not contribute to a net profit.

This call is relevant for all the thematic areas below. Special requirements and guidelines may be indicated in some of the thematic areas/programmes. In the grant application form, please select the thematic area under which the activity you are applying for support from is listed.
Democracy, administration and renewal
Funding is available for events that promote research-based innovation in the public sector and events that address user involvement as a method and practice.
The funding is intended to stimulate meeting places between research and innovation communities and actors in the public sector, civil society and business.
Event requirements
- The event must be academically rooted in one or more of the overarching objectives and priorities described in the portfolio plan for Democracy, Governance and Renewal.
- The event will have different actors as a target group (e.g. research and innovation environments, actors in the public sector, civil society, business and users).
- The event must take place in Norway.
- You can apply for up to NOK 200,000.

Norwegian research organisations may apply for funding to organise national or international events (such as workshops, seminars or conferences) that are in line with the objectives of Tax Economics Research (SKATT).
In order to be eligible for funding, the theme of your event must be within the framework of the previous work programme for Tax Economics Research, and the event must be well anchored internationally.
We will not support events that are budgeted as activities in ongoing projects with funding from the programme, including the Centres for Public Economics.

- To be eligible for Support for Events, the event must present preliminary or final results from at least three research projects with funding under the MAROFF programme (Innovation Project for the Industrial Sector, Knowledge-building Project for Industry or Researcher Project). Health
You can apply for support for events that promote health research and health innovation. Funding will contribute to building capacity and competence within the prioritised thematic areas as described in the Portfolio plan for Health. The aim of support for events is to stimulate meeting places between research and innovation environments and users. There is also need for events mainly focusing on users' involvement as a method and practice.
Requirements for the application
- The event must be relevant for one or more prioritised areas as described in the Portfolio plan for Health (see Relevant plans below).
- The event must include relevant users and the importance and relevance of the event for the users/end users must be described in the application.
- You must indicate a tentative programme for the event in the project description.
- The event must take place in Norway.
- You can apply for a minimum of NOK 100 000 and a maximum of NOK 300 000. If you apply for a higher or lower amount of funding, the grant application will be rejected.

Industry and services
Funding within this topic is now allocated for 2022.
The funding is to help to create meeting places for research environments, entrepreneurs, venture capital investors, business and public enterprises that are working or seeking to bring together research and innovation to facilitate new ideas and restructuring.
The following guidelines apply for applications for support under this thematic area:
- The event must help to direct wider attention to research-driven and industry-oriented innovation;
- The research component must be a clearly defined part of the main focus of the event;
- The planned event must encompass and have a budget for a minimum of 50 participants, and must be of national and/or international interest;
- A maximum of NOK 100 000 may be sought per event.
The Research Council must have the opportunity to present information about itself.

Internationalisation
Only Norway’s representatives in the Management Committee (MC) for a COST Action will be eligible to apply for funding under this call.
The Research Council is working to increase the participation of Norwegian researchers in COST Actions. Funding may be sought for two different types of events:
- Larger meetings for COST networking activities in Norway, first and foremost Management Committee meetings. The following applies for applications for such events:
- The Research Council can contribute up to NOK 100 000.
- Research Council support may comprise more than 50 per cent of total costs, but other funding sources must be specified in the application, and funding provided centrally from COST for this type of event must be fully utilised.
- Support for dissemination activities to spread relevant knowledge and information from the network in question to other relevant research groups in Norway by establishing national networks. The following applies for applications for such activities:
- The Research Council will normally contribute up to NOK 30 000. A higher funding amount may be considered if adequate grounds are provided.
- The activity may involve physical or virtual meetings. Other types of measures may also be considered for funding.

Climate and polar research

Support may be sought for events with a scientific basis in one or more of the thematic areas set out in the portfolio plan for Climate and polar research.
The following applies for applications to events on climate research:
- Concluding seminars for projects (with prior Research Council funding) are not eligible for funding, and are to be covered by project funding.
- Events held annually are not eligible for funding for two years after a grant has been awarded.
- A maximum of NOK 100 000 may be sought per event.

Funding is available for events with a scientific basis in one or more of the polar thematic areas set out in the portfolio plan for Climate and polar research.
The following applies for applications to events on polar research:
- Applicants may seek up to NOK 150 000 in funding per event.
- The event must incorporate international participation. Priority will be given to proposals for events with participation from one or more European countries or Norway’s partners under the Panorama strategy (Canada, India, Japan, China, Russia or the US).
- Funding will not be provided for seminars for projects with prior Research Council funding, which are to be covered by project funding.
- Events held annually are not eligible for funding for two years in a row.

Land-based food, the environment and bioresources
Funding for event support for this topic has now been used up for 2022. This part of the call for proposals is thus closed for the rest of the year.
Under this call, funding may be sought for events within the topics in the Portfolio plan for Land-based food, the environment and bioresources.
To be eligible for funding, events must encompass more than individual projects, must be open, and must include public administrators and other relevant users. This is intended to expand the reach of ideas and concepts and provide new impetus.
The following guidelines are used when assessing application:
- completely new or innovative initiatives are encouraged;
- open, thematically-oriented seminars are eligible for funding;
- support will not be provided for conventions or conferences;
- support will not be provided for large-scale events that would be carried out regardless;
- support will not be provided for concluding seminars for projects (are to be covered by project funding);
- events held annually are not eligible for funding for two years after a grant has been awarded.
- A maximum of NOK 100 000 may be sought per event.

Support may be sought for events addressing the topics biodiversity and the environment.

- Applicants may seek up to NOK 100 000 in funding per event
- Funding will not be provided for seminars for projects with prior Research Council funding, which are to be covered by the project funding.

Enabling technologies
Support for events in biotechnology. The event should be aimed at the development or application of biotechnology in the health, agriculture, industry or marine sectors.
- The event must involve relevant users and the application must describe the usefulness of the research for relevant user groups.

Funding may be sought for events that promote research and innovation in the field of education research. The support is to help build capacity and competence within the FINNUT programme's priorities and encourage meeting places between users and research and innovation environments.
- Only projects that have already received project funding through the FINNUT programme may apply.
- The event must be scientifically rooted in one or more of the thematic priority areas described in the FINNUT work programme.
- The event must involve relevant users and the grant application must describe how relevant user groups will benefit from the research.
- A preliminary programme for the event must be included in the project description.
- The event must be held in Norway.
- Up to NOK 150 000 may be sought.
- Funding may only be sought to cover direct expenses such as rental costs, material costs, travel expenses and purchase of services.

Practical information
Requirements for this application type
Please note that it is not possible to revise and resubmit grant applications multiple times for calls for proposals with open-ended submission deadlines. It is therefore important that your application is completely finished before you submit it.
General requirements:
- All items in the project description template must be completed. Responses to each item should be as concrete and clear as possible.
- The applicant/Project Owner must come from an eligible category of institution.
- The grant application must lie within the scope/satisfy the objectives of this call.
- The application form must be fully completed.
- The project description must provide answers to the items set out in the text of the call.
- Grant applications and all attachments, may be submitted in Norwegian or English.
- All attachments must be uploaded in PDF format.
- The required attachments must be included using the designated templates.
Requirements relating to finances and budget:
- The funding amount sought, expenses to be covered and any own financing to be provided must be in keeping with the framework of the call.
- The budget must be formulated correctly to clearly indicate what the funding will cover.
All the templates for attachments are available for download at the end of the call for proposals.
Mandatory attachments
- A project description of maximum 5 pages using the designated template.
- A CV of maximum 4 pages for the project manager, using the designated template.
- A preliminary programme for the event.
- For enterprises: A declaration form for de minimis aid using the designated template.
Applications that do not satisfy the above requirements will be rejected.

There is no technical validation of the content of the attachments you upload, so please make sure that you upload the correct file for the selected type of attachment.
Assessment criteria
In 2019 the Research Council introduced three new assessment criteria: Excellence, Impact and Implementation. These criteria have been designed to be applicable for assessing basic and applied research activities alike.
Excellence
• The extent to which the concept is sound, credible and novel.
Solidity
• The extent to which the project objectives are clear and relevant.
• The quality of the proposed deliverables from the project.
Impact
• The extent to which the expected effects are specified.
• The extent to which expected impacts on the system and societal levels are specified.
Knowledge sharing and exploitation
• The quality of the proposed communication and dissemination activities.
• The extent to which it is credible that the proposed outputs will contribute to the specified effects and impact.
Implementation
• The extent to which the Project Manager and project group are qualified and have the necessary expertise and are positioned to implement the project.
• The extent to which management structures and procedures are appropriate.
Plans and management
• The extent to which the work plan is clear and understandable, and the time table realistic
• The extent to which objectives and measures are coherent.
• The extent to which the project has the support of the leadership of the Project Owner and any partners, and the allocation of roles in the project is clear.
• The extent to which the budget is realistic and appropriate, and resources are allocated so that each of the partners can fulfil their role.
• The extent to which potential risks have been discussed.
Administrative procedures
Applications will be processed by the Research Council administration. The processing time is up to six weeks after receipt of the application.
