All projects involving partners are required to draw up an agreement that regulates and describes the collaboration.
Projects requiring collaboration agreements
For all projects involving partners, the Project Owner is required to sign collaboration agreements with the relevant partners by at the latest three months after receiving the contract documents from the Research Council.
Responsibilities relating to collaboration agreements
The partners in a project are responsible vis-à-vis the Project Owner, and the Project Owner is responsible vis-à-vis the Research Council.
Partners abroad
The Research Council may cover the costs of partners abroad if the call so permits. Only foreign research organisations are eligible for funding from us.
Use of R&D providers and sub-contractors
Both the Project Owner and the partners may engage R&D suppliers and subcontractors to carry out specific tasks in a project.
Information about VAT in projects with partners
We are often asked whether VAT should be paid on deliveries between the partners in a project. The answer depends on the situation and the form of the collaboration.
Guidelines and tools for responsible international knowledge cooperation
The Ministry of Education and Research has launched a new online resource for Norwegian researchers and institutions, to help and guide responsible international cooperation. The online resource is based on a supplementary report and new guidelines, developed by the Directorate for Higher Education and Skills and the Research Council of Norway, on behalf of the Government.
